WHAT'S THE PROBLEM HERE ?????? 
Hundreds of millions of visitors to LV rub the bronze statue out front of the Riv. each year. It's Vegas & thats what it is. The sad part is some have sold these chips for $30 +/- when they paid nothing for them. They are chips that you can get for slot club points.
