In this case, the word transaction is used in a binding set of rules upon members, hence it has a legal meaning. If a person libels another, one of the elements is to cause an economic harm (for example, I was to accuse Mr X of stealing from a person with no basis in fact). If I am engaged in a verbal dispute with another, and it becomes heated, and accusations begin to fly, then that is a series of transactions.
I acknowledge that the average person would not consider that a transaction, nor perhaps would Websters Dictionary, however a Court very well could. If we as an organization don't enforce our own rules, there are liabilties to consider.
Not every complaint may have merit, perhaps none of them will, but I applaud the organization from having the recourse available.
While I don't have a copy of the code or rules in front of me, I believe it contains a catch all phrase that refers to bringing disrepute to the organization. Such a device would be sufficient to cover all non transactional matters.
By the way (not to be too cute), Lawyers actually use a different dictionary than the common rabble...It is called (seriously) "Black's Law Dictionary"
