Has anyone ever approached a Nevada Congressman (US, not state) about this issue? Or perhaps a California Congressman? It seems that these States have the largest number of collectors and therefore, the biggest political clout with their Congressmen to introduce a bill, or a tag-on to another bill that amends the HPA.
