Though I have no idea when it was posted to his site, I'm quite sure it was printed in the AntiqueWeek shortly after July 7, 1998.

Sad part is a lot of time has passed and nothing has changed to help collectors... Also, I see no follow-ups (by him) regarding the FTC response.
