I was checking out "Wood Chips to Game Chips" "Casinos and People at North Lake Tahoe" when Steve came in with the answer. It's good that he did, because the book didn't mention it... but does have a picture with the caption "Cable Car used for transportation between clubs and casinos, Carlton Konarske driving". In the picture, the trolley says "Nevada Lodge~Lake Tahoe".

Carlton Konarske was Lincoln Fitzgerald's brother-in-law, and "has been the only manager of Nevada Lodge since opening day".
