In addition to the excellent points made by both Jay and Archie, there isn't anyone who is more of an expert on a repaired chip than the person who did the repair! I can just about guarantee you that Whalen has records of what he has done, and who the customers were.
No legit slabbing company is going to incur the added expense of x-raying chips submitted for slabbing, much less tool up to slab a relatively small number of high dollar chips. Your previous statements concerning a lack of cheap chips being slabbed are THE primary reason no legit slabbers will make the investments necessary to retain legitimacy in their field.
The experts are in the hobby, and they always will be. We have a pretty good track record of policing ourselves. We can either ask for and welcome information from those who are repairing canceled or damaged chips, or we can shut them out completely and try to find someone else who will charge a fee to provide a service that cannot and does not guarantee their services.
