Unless the rules have changed over the last year, you can hand carry medications from Mexico to the US. I have done it for years at the El Paso and Palomos crossings. I'm sure there are restrictions, but have routinely purchased and brought back ampicillon (?) and other medications. You frequently don't even need a prescription.
