Maybe some salesmen carried them, but I've not seen a complete color set of these plain mold roulettes. The H&C mold samples are another story, and many complete sets exist. Likewise with the plain mold chips with metal dust in them.

There didn't seem to be much interest in the recessed center roulette chips and only a handful of casinso seems to have ordered them.
