I think "Unpaid Volunteers" is a much better description.

Volunteer work is commendable. Can you let me know who these unpaid volunteers are. We should all know who is doing all this work and for free too.

If you don't want us to know who is volunteering their time then, if not cabal, at least "secret unpaid volunteers" would be more accurate.
