I think I mentioned this before. The chips in the scan are described in TGT (Audit Edition) as "International B&B Club", El Paso, TX.
International B&B Club was actually a chip distributor, the International Book & Stationary Co., El Paso, TX.
El Paso was a drop off point for gambling paraphernalia enroute to Juarez, Mexico. Juarez was a hotbed of gambling (Take a look at Leonard Schneir's "Gambling Collectibles A Sure Winner" page 35).
The eagle/serpent is the emblem on the Mexican flag. The reverse of the chip has the freedom (Victory?) cap with rays. That's also Mexican. I just don't recall the exact connection.
In any event, the chip is Mexican. Unfortunately there is no Club name. Also, IMO they are among the prettiest c&s made.
