I'e seen these chips with smooth rims and smcir inlays. I've also seen them with smcir on both the rim and inlay. Possibly the smooth rims are just worn down smcir.

However, I've never seen parallel striations on the rim. I would guess that its been tampered with.

I would make the rim smooth. Two pieces of wet/dry snadpaper (400 & 600) and a bit of baby gel should do the trick. Just lay the paper on a flat surface. Put a dab of gel on the size 400 paper. Rub the chip in a circular fashion on the paper. Repeat with the 600 paper. Obviously doon't overdo it.
