According to paypal...
In Response To: My paypal experience ()

They have no problem with chips that "are not in circulation," but chips that are "valid" violate their policy. Their words in quotes.

I have asked them whether a current chip sold at more than face for collecting purposes only would violate their policy but have not received an answer.

My guess is that they are nervous about getting caught up in any anti-gambling backlash if that idiotic bill somehow passed in the Senate.
