I got the same notification from PayPay probably about a year ago. I experienced the same frustration as you trying to figure out what I had done wrong. I finally was told that since I had links (banners) to online poker rooms (Party Poker, etc) on my site that I could no longer use PayPal until those banners were removed. They said my website was promoting illegal gambling. Maybe, this is why they limited your account?
