I think that the problem may be related to on-line gaming. Paypal probably does not want to be used for funding on-line gaming sites. The use of the word "chip" could some how be related to on-line gaming and that is why you were flagged. I buy chips all the time using Paypal, both eBay and privite transactions, and I have never had a problem.
