If they are not on-line then they cant pre-register so they have to buy admission the same as non-members do.

They can definately pre-register via mail. The magazine has the form.

Now why they wouldn't want to be online is another matter and is way beyond me. Even my dad is online -- with DSL and a FIOS connection.
