Sort of depends on how static or dynamic you want the site. The best would be to have the base design with the data external (either in a database or an xml file). This allows for you to add another element to the site with minimal change. I did this for terry's trader list. Brian does this for the Collection Library.
This is not the design of the site - however you have to make a lot of decisions before you go and build a site. You might want to check with Brian and see if his site can cater to cards. I dont see why not. Its the same type of base info as a chip (except a few fields like denom, inlay, etc) but it would be one way to go.
However if you just want a program that gives you a blank screen (or maybe some starter templates) that you can drop images into and upload to a site you might want to check out SiteSpinner (www.virtualmechanics.com). Its relatively simple to use and has a trial.
