I seem to think Gutshot was 'questioned' before.
It has to do with the rake. If they could prove they do not profit from the rake, ie it only covers dealers wages and overheads they would be okay.
A friend here had similar problems trying to open a poker room at Wycombe Wanderers FC.
You can run whatever games you like at home as long as you dont take any rake.
