Prohibition won't work, but...

some well publicized scandals involving on line betting will. Collusion among poker players, slots paying off when the owners think the time and the player are right, "casino"operators that disappear with players' funds, for example.

Watch for it.

It also seems to me that Nevada and New Jersey could release some carefully worded propaganda pointing out the protections that players have in those states that are lacking for on-line play.
