While I do feel that what this seller is doing is probably not ethical, I think it falls far below "fraud". He has the fallback position that he is only repeating information from an accepted reference work on those chips. Saying "this chip is listed as R-9", while you have 20 of these chips is not fraud.

I really don't think the FBI would be interested either...
