Although i didn't make your list, here's my take.

"Illegal" chips: These would be chips left from the old (30s,40s,50s era) clubs/casinos. That is clubs /casinos containing more than one or more card tables. ie: Slot machines, crap tables.

Chips from a recently opened/closed, Texas/New York "club" are considered by me to be from a poker room.
