I have these 2 $1 4suit chips from the Barona Casino.

The top one has a textured inlay (similar to other common textured inlays), the bottom one is smooth as can be. A bit difficult to ascertain this from the scans I provided, but obvious to the eye and touch.

Is this likely a variation at manufacture time, or could it be attributed to something else?
