Does anyone know, assuming that they were "sold into the hobby", whether Harrah's or the Binion family or whoever had them had the approval of the chairman of the gaming control board? Regulation 12.070(e) says that a licensee that ceases operation or removes chips from circulation must prepare a redemption plan including "destruction or such other disposition of the discontinued chips or tokens as the chairman may approve or require."
