So someone working in one of the 3 casinos collected several from each, sent them off to this grading/slabbing company, or whatever they are, and had them put in a protective encapsulated seal, but without any grading?

To me, it's just a fine line between slabbing and what these are, but it doesn't sound like anyone thinks they are Slabbed.
