While I can't tell you what is made of or why it exists, it appears to come from one of the Mohawk Reserves near Montreal, Quebec (or Cornwall, Ontario). I left that part of the world in 1993, and there were no casinos set up back then, so not sure which one. Not sure if the Casino's serve both sides of the Border, either, although both the Montreal Reserve and the Cornwall Reserve straddle the border with Upstate New York. KInda interesting geographically.
