In response to a post I made at the source Message Board of this information (ChipTalk.net), the following statement was made:
"To allay any fears you have, both the Monterey and Rainbow chips will have Commemorative Issue 2006 printed on the inlays . This was the initial mock-up where the artist hadn't put it in yet - we were figuring out the best place to put the Commemorative Issue 2006. When the samples are manufactured and put on the site, it will be there. We realize yours and others concern.
The web site isn't complete yet, so some pricing and functionality isn't in place. You can not buy product at this time. It was put up so we could see it prior to going live. I thought it would be easier to answer GUN's question by refering him to the site, but now I guess I shouldn't have.

I recognize that we would never be able to stem the tide of copycat and knock-off manufacture for home gaming and could only ask that such chips be marked in a fashion similar to the spirit of the Hobby Protection Act.
Towards that end, I appreciate Mike's response and trust that the final product will include the notation above.
