The internet access provider will at most have a log of where packets were sent. the transmission itself is not saved (and it is encrypted) at best the records of an internet provider can establish that information was sent between a users computer and a known gambling site, but looking at those records after the fact will not establish whether that transmission was the conveyance of a wager. the person may have simply been watching games or playing the free games (nothing wagered no illegal conduct). Now if they catch the transmission while it is occuring and go through the trouble of breaking the encryption (this is something they can do but it takes some effort) they may have something to work with.
