Got two pair of these at the Brimfield Antique Shows last Saturday. When I saw the IBAC I immediately thought of "International Brotherhood...", and thought I could easily identify them as a union related item. Googled IBAC and got a jillion hits. All different.

Anyone have an attribution? or if anyone is interested.
