When I hit a royal flush on a progressive video poker machine on the Carnival Fascination, I thought I would skate on the w2g, given the ship's registry is the Bahamas and the ship was in international waters when I hit it. The night I hit it, they took my information, but didn't issue a w2g. They slipped that little gift under my cabin door two days later. Had I been a citizen of another country, I wouldn't have gotten the w2g. I tried talking the casino manager into taking it back, but she wasn't going for it, even though I didn't present proof of American citizenship when I boarded the ship (they let me on without a birth certificate or passport).
