I used to work in an Off Track Betting when I was younger. Whenever one of our players hit a large jackpot they usually just picked a pile of losing tickets right out of wastebaskets in the fronts of the cashier's booths "for tax reasons". Since food and drinks are not allowed, nobody had to worry about anything but paper being in the wastebaskets
