One of the charity games advertises a tournament with a $25 re-buy and a $25 add-on. I know what a re-buy is, but what the heck is an add-on?

My second question is about a word I see associated with gambling. The word is CHARLEY. I see this word on punchboards a lot. It's obviously slang, but I can't figure out it's meaning. Does anyone know?
