I think that Hooters' behavior regarding the chip releases is to allow their "insiders" a chance to grab a bunch of them. Related to that kind of thing, evidently casinos have varying policies regarding their employees possessing their chips. My nephew who deals at Stardust wouldn't dare have any of their chips. In fact, now that they will be closing they are paranoid that their employees might take souvenirs from the establishment. They have security guards checking them at the employees' exit. Quite a contrast to Hooters.
