I think that it's actually on the card board box and not the frame.

I would email the seller and have him perhaps take out of frame and examine etc. and possibly get some better closeup pics.

I'm not sure, but it looks like some bubbling on the chips...like the chips were covered in plastic maybe? then again it could be just the photos.
