It is now 2006 and where does it stand?

How much money has actually been raised for this project once you back out the transfers from the general fund? How many more years do you want to wait to get it done?

You can have this done by the end of the year or you can be sitting here in 2010 talking about it. At least Sam recognizes that this is just a pipe dream if something doesn't change.
