from PP site - "When a seller receives funds through PayPal, and the buyer's transaction is reversed and the seller doesn't qualify for the Seller Protection Policy, the seller will be held liable for the amount of the reversed transaction plus a chargeback settlement fee. Sellers agree to reimburse PayPal from their PayPal account or by other means as described in the Payments Policy."
