There have been some books written on the subject, the county historical society has a number of articles, I've also spoken to a couple of folks who were involved in law enforcemnet at the time. Shelton ran a couple of casinos, and paid his fines (taxes) like all the operators. There were dozens of casinos independent of his so called operation.
I agree about Chicago, no information to support them in any of the sources I saw.
Perception of Shelton and his cronies may be the subjective views of different witnesses. I was not around then, I am solely relying on historical society materials, books, interviews, and some court records.
