The very first article, by Andy Hughes, address your overall subject, but please know that there are also differences between gaming jurisdictions. For example, in New Jersey, chips can only be acquired at the tables and specifically not at the cage.
Smaller casinos are known to operate the same way, even in Las Vegas (Klondike).
Your specific question about fractional chips... You would be hard pressed to have a casino allow you to acquire a bunch of those and walkout.
