Dave, clearly a Chicago view. The Shelton gang was regarded as a joke in Peoria, and even after his murder, gambling and prostitution pretty much went away. Gambling and even prostitution was generally accepted until a heavy press influence in the late 40's, and the death of Shelton turned Voters against the old standard politicians.
A local historian, author has written some books on the subject. I've had an opportunity to talk to him, and much of what I mention is from his books, and several articles I've read that are with the historical society in Peoria County.
