Yes..the moving around is a definate problem in keeping things upto date, and tracking details in the database. I think a new law is in order:

Henceforth; should the party of the first boat willingly and knowingly change city, state or locality of said boat, the name of said boat shall first change the name of the boat as well as all gaming checks and tokens used on siad boat.
