I created my own database to track my ever growing collection (MS Access) and this is how I treat those chips in question:
I have a column for both Country, City, and State (among others). Thus, a chip from the Stardust would be listed as:
USA - NV - Las Vegas
For wet chips, the country code that I use is SHP (to keep everything three letters but WET would work just as well). If the chip/token in question list a state/city, then the next two fields are filled in with the appropiate code. If not, then dashes are inserted (--).
In this manner you can then do searches either by type of chip as well as specific locations.
A little extra work to set up, but in the end, it helps a lot (over 5,000 items catalogued so far).
I do not worry about trying to tract wet chips down past what is already on the chip in question as boats float and as noted elsewhere, they are here today and gone tomorrow!
Hope this helps.
