Very few casinos are following the BCA.
I made an agreement with the IRS to follow it at the FQ's Poker Classic.
The Gold Coast signed with the IRS to follow it.
A couple of the bigger CA clubs have agreements.
Harrahs followed it at the 2004 WSOP.
The Rio did not follow it at the 2005 WSOP.
The BCA agreement saved poker that year, IMO.
The IRS was trying to destroy poker tournaments by forcing the casinos to withhold 30% of all winnings.
The BCA was complicated. A part of it was:
W2G's issued for all wins over $600.
Satellites was exempt from W2G's, as long as they were used as a tourny buy-in.
Once again Jimbo was the specialist that negotiated the BCA.
The IRS signed on to it.
This was a big thing. Senator Harry Reid got involved. The LVCA got involved.
