I can find no refernce in any of the codes we have in this office or in case law. I can also not find where an agent has the authority to negotiate a broad based exemption (superceding congressional authority).

I do Criminal Law, and had only one semester of Fed Inc Tax. Do you have any more knowledgeon the subject?
