Jerry; My recollection of these paper tickets at Sands is that they were similar to the aluminum tokens promo that were dispensed at Playboy, Golden Nugget, Atlantis in A.C. After so many coins played, the slot machine would drop a token (or dispense a Red Carpet ticket in the case of Sands) that was redeemable for hotel rooms, food, beverages, show tix, etc. Tropicana also dispensed tickets on certain machines up to about a year ago that could be redeemed for Titanic medals, while other slot machines in the Tropicana Fun House section could be redeemed for prizes and gifts. I think there was still another group of slot machines at Trop that dispensed tickets that could be accumulated towards a Las Vegas vacation at Trop.
