I had a similar experience earlier this year with Pay Pal.
Shipped a $200 carved ivory snuff bottle to a lady using the address as provided by Pay Pal. A couple weeks later she makes a "chargeback" claiming she did not authorize the purchase. Now it is possible that someone else used her card and account but the address is hers and that is where it went.
Pay Pal did nothing for me. It was put into some bogus resolution process and then took they my money. Needless to say, the buyer never responds to my emails, clearly showing me she is laying low with my merchandise until I go away.
So I lost the merchandise, the payment, and then got socked for fees, including one they claimed I had to pay to her credit card company for the chargeback. Screw them!
Pay Pal wants us to ship a specific way somehow usining their site which will create a tracking for the items. I believe this is a ploy to make more money (eBay is masterful at this).
So what is safe? Nothing! Everytime we make a transaction using Pay Pal we run the risk of losing everything. As more an more con artists pick up on this, we will lose more an more merchandise.
