Brighton Beach is in Brooklyn, NY. Gambling is not legal in New York, except for a few tribal casinos in upstate New York. There are some day cruise ships that sailed from Brooklyn, but was in near by Sheepshead Bay. Brighton Beach is now known as having a large Russian community. These chips were never meant to be used in a legal casino.
