I have stayed at the Rio and Harrah's during the past convention weeks (half at one and half at the other). I get comped, but I enjoy the rooms, especially at the Rio.

I have stayed at the Flamingo, nice also.

I have only seen the rooms at the Riv, and only for a quick moment, but didn't look dirty. I am a big man and comfort is a priority, and I've never been excited by the rate vs quality of the Riv (compare to tropicana?-rooms sucked there).

Just my opinion.

I've been told Monte Carlo is nice, and decent rates may be available.
