I am not going to name any names but I can recall having the same type of experience but with a different outcome.

Mailed chip, buyer claimed it never arrived. Sent another. Low and behold, the first chip showed up for sale on Ebay buy the buyer before the replacement was received.

This collector is still very active in this hobby.
