Second Chance - if the seller has more than one item, or if the original buyer does not complete the sale, then the 2nd highest bidder can be offered the item at their top bid - so if you bid $20, the winning bid is $21 and the seller has 2 items, then you can be offered the second one for your $20 bid. Some people like the system, some don't - all a matter of personal preferences, but I do take advantage of them sometimes.
