Your budget is fine for a starter set. I see a lot of sets out there these days that fit what you need, come in a nice case and all. A local mall had a "poker chip" kiosk that was selling Chinese made poker sets in the aluminum cases that were very reasonable. I suspect online you'll get the same deal.

A second choice, If you are an online player, save up your frequent player points and get a set from them. They are pretty nice little chips and well worth the money.
