that standard is really no different than what is required of Las Vegas Showgirls -- they have weight standards too -- don't know about cocktail waitresses in Vegas [they (standards) didn't exist at least in the late 70's when I worked at the Four Queens -- we had some cocktail waitresses that were ahem - larger -- than their uniforms........
