The auction you have linked to is for 6 days. In his auction he is using several references to The Chip Rack, a published and copyrighted work! Although he has swapped two digits around (probably a dodge to avoid infringment) and does not capitalize his reference to The Chip Rack, I suspect that a well drafted complaint from the authors of The Chip Rack to eBay will be cause to cancel this auction. Maybe even void previous ones.
The issue would be the use of TCR reference numbers without giving due credit to TCR.
Additionally, providing that the seller has been told, AND the seller is known to be a member, then a formal complaint can certainly be filed by another member.
However, having said that, I would not suggest any member filing a complaint based on second-hand information. Only if you know for certain that the seller has been duly informed AND you know for certain that the seller is a current member of the should you file the complaint.
Just an opinion.
